What is the buying signal for a recruitment agency?
A job posting. It is the cleanest buying signal in any industry: public, timestamped, specific about role, seniority and location, and it states that the need is active right now. A company advertising the same role for six weeks is telling you their direct approach is not working. A company posting three roles in one function is scaling a team. A company posting its first role in a new country is entering a market where it has no network — and no idea who to call.

A recruitment consultant's day is consumed by delivery: sourcing, screening, scheduling, managing candidates and clients through a process that keeps moving. Business development is what happens in the gaps — which means it happens when the desk is quiet, which is precisely when it is least effective and most needed.
The signal problem does not exist here. Unlike almost every other industry, you do not have to infer demand: your prospects publish it. What is missing is the capacity to watch every relevant posting across every relevant market, judge which ones are worth a call, and reach the right person while the vacancy is still open.

Scored against the functions, seniorities and sectors you actually place well — derived from your own placement history rather than a category you declare.
Company profile
Size, sector, growth stage, location, whether they use agencies at all. A fifty-person scale-up and a listed group buy recruitment in entirely different ways.
Time on market
The signal that converts. A role reposted or still live after six weeks is direct sourcing that has not worked. That is the moment an agency call is welcome rather than intrusive.
Volume and clustering
Several roles in one function means a team build, not a backfill — a larger and more durable engagement than a single placement.
New market entry
A first posting in a country where the company has no presence signals an employer with no local network, no employer brand and no idea of local salary norms.
Funding and expansion
Recent funding, a new office, a new product line. Hiring follows, usually within a quarter and usually faster than the internal team can absorb.
Decision maker mapping
Whether the hiring manager, the talent function or the founder decides — which differs by company size, and getting it wrong wastes the only approach you get.
Talent team change
A new head of talent reviews the agency roster. Incumbency is weakest in the first ninety days of a new person's tenure.
Incumbent agency
Where a posting names or implies an agency, the approach becomes a specific comparison rather than a cold introduction.

This is worth being precise about, because the assumption in the industry runs the other way. A public job advert is evidence of a commercial need; it is not permission to send commercial email, and no jurisdiction treats it as such.
In genuinely opt-out markets — France, Hungary, Luxembourg, Slovenia, Estonia, Croatia and Latvia — personalised business email is permitted with a documented legitimate interest assessment, and a relevant live vacancy makes that assessment considerably easier to evidence than most cold outreach. Sweden and Ireland allow it where the message relates to the recipient's professional role, which a hiring manager and a live vacancy satisfy about as cleanly as it can be satisfied. That is a genuine advantage for this vertical.
In Germany, Italy, Austria, Spain and Poland, prior opt-in consent is required regardless of how relevant the approach is. The system blocks the email there and produces a telephone briefing with the evidence of interest that German law requires. Belgium permits contact only to impersonal company addresses.
The first call is human. Automated calling needs express prior consent and has no business-to-business exception in Germany, so the voice agent never cold-calls a company that has not agreed to hear from you. After consent it takes over completely — and in recruitment that matters more than in most trades, because a consented client can be called the same week they post a relevant vacancy, every time, without anyone watching a job board.

Recruitment is well served by outreach tooling. There are dozens of products that will sequence emails to a list of hiring companies, and some of them are good. If your requirement is volume of sends in a single permissive market, you may not need us and we will say so.
Two situations where this is genuinely different. The first is working across Europe, where the compliance divergence is real and most tools in this category ignore it — the exposure lands on the agency, not the vendor. The second is wanting a system you own, configured to your desk, that keeps running whether or not you keep paying a subscription, with an audit trail you can show a client or a regulator.
